Meanwhile, the highly skilled labor force is retiring and there is a lack of young skilled workers to replace them. In the oil & gas sector, unique opportunities exist to bring back workers that were laid off in 2014 and 2016—of whom sixty-two percent remain unemployed—now that the market’s businesses have shown some increase.
